Activists said at least 11 civilians died in Homs and other parts of the country. The U.N. hopes to have 30 cease-fire monitors in Syria next week and plans are being made for the deployment of up to 300.

Syria's 4-day-old cease-fire appeared to be quickly eroding Sunday, with regime forces firing dozens of tank shells and mortar rounds at neighborhoods in the opposition stronghold of Homs, hours before the arrival of a first team of U.N. truce monitors.

Valerie Amos says "almost all the buildings had been destroyed and there were hardly any people left" in the hard-hit Baba Amr district of Homs when she visited this week.

A spokesman for the the International Committee of said aid officials toured the district of Baba Amr in the city of Homs for about 45 minutes — the first outside view of the situation there since a military siege ended last week.

The Syrian government continued shelling the city Homs overnight. The latest United Nations report estimates 7,500 people have been killed since unrest began nearly a year ago. The government has also continued to refuse entry to the International Committee of the Red Cross. NPR's Kelly McEvers reports.
